Keith
Harrison joined HP in 1980 and HP Labs in 1988. Since then, he's
worked on a variety of research topics, including database queries, logic/knowledge
databases, management of telecom networks, event correlation, time stamping,
and most recently, on cryptography. Keith's current focus is on alternatives
to public key infrastructures, notably identifier-based cryptography.

Accountability – A change for good?
Abstract
After a spate of corporate scandals, WorldCom, Enron, Arthur Andersen,
etc, the US government responded by introducing an act - the “Sarbanes-Oxley
Act of 2002”. This act became effective on June 15, 2004.
It is designed to protect investors by improving the accuracy and reliability
of corporate disclosures required under the various US securities laws.
It is not the intention of this paper to detail this particular law but
merely to use it as an example of a global trend. Already we have HIPAA,
Gramm-Leach-Bliley, Basel II, PIPEDA in Canada, the ACRA in Singapore
and so on. The main intent of this paper is to examine the implications
of this trend.
